"You need to understand and we have said this several times, this is not a homeless shelter," Newman said. "This is affordable housing, for people who can't afford to live in Calgary. It's not a treatment facility."
According to a recent University of Calgary study , there are just 38 rental units per 1,000 people in the city, and Calgarians account for more than 60 per cent of all shelter users in the province.
